The inspector of the Road police Mr. Lovygin, Petr was
heavily injured and died during military exercise near the car bridge
in Tsyurupynsk in the far 2000.
The press had interesting material for their articles, for relatives
it was a tragedy, and it put obligations on the local law-enforcement
bodies to evaluate this accident and punish those who were guilty… Later
on it turned out that punishing the guilty became the biggest problem.
May be because important generals with shoulder straps were really responsible
for this death, may be the death of this inspector was not an accident
- for four years the judge together with the generals have been trying
to persuade the mother it had been an accident.
Let us remind you the official version: on January 14, 2000 Mr. Lovygin,
Petr was heavily injured and died in the accident during the military
exercise called Sirena. Mr. Lovygin, Petr was playing the role of a car
thief, during the exercise he was captured by the two policemen, one of
them conducted individual search and put the barrel of his gun on the
back of Mr. Lovygin and accidentally fired point-blank. They say, Mr.
Lovygin was stooped down over the car cowling and shook himself, which
caused the gun shut. His colleague who shut the gun was amnestied very
soon after the accident. No one from the direction of the Ministry of
Internal Affairs (MIA) in Kherson region was questioned during the investigation.
The head of the Department of MIA Mr. Ivushkin was promoted very soon
and transferred to Odesa region… But the mother and the relatives of the
dead inspector kept asking questions. They visited all governmental institutions,
announced hunger-strikes and put out tents with signs. All these years
they have been receiving promises that the guilty will be determined and
punished. It lasted until the beginning of this year when suddenly the
video of this military exercise was found and additional court and medical
research conducted by the specialists in Mykolaiv. These new evidences
finally crashed the official version of the 2000 accident.
Thus, the court expert from Mykolaiv determined that the shut point-blank
was fired from the distance of 70-120sm and there were no rest of the
gunpowder on the jacket of the dead inspector. It turns out that the story
with the point-blank firing when Mr. Lovygin was stooped down over the
car cowling is not true? It seems like those two policemen who testified
in this case were lying? So what had really happened that day?
Unbiased video tape showed more. We can see from the tape that the pretended
thieves were driving the imaginary stolen car not only in the city. They
stopped at a well-known Road police station behind the car bridge. The
car was stopped there and here the video stops, three minutes after noon
- a moment, when the inspector and his imaginary fellow thief were laying
on the car cowling with the handcuffs. It did not happen near Kherson
- it happened over the Dnepr river, almost in Tsyurupynsk! But these facts
were not mentioned in any testimony of witnesses. According to the testimonies
of witnesses they were driving near the car bridge in the Antonovka area.
Is it another lie?
The video is renewed 18 minutes after noon, but none of witnesses remembers
what happened during these 15 minutes. No body remembers anything! And
at 22 minutes after noon the emergency was called.
The mother of Mr. Lovygin and his relatives have a version that Petr was
captured near the Road police station and he was killed there - hit in
the temple by the riffle-butt. All other actions of his colleagues were
done in order to hide this murder. And the inspector was already dead
when he was brought to Antonovka area.
It is hard to say what the prosecutors are going to do now - after the
four years of successful concealment of real facts. Will the prosecutors
finally punish the guilty and their joint offenders?
The mother of Mr. Lovygin is tired of undisguised lies and on May 17th
she wrote an appeal to the Prosecutor-general Mr. Piskun, Svyatoslav with
a complaint on low-quality investigation of this criminal case. As well
she wrote to the President and asked to transfer further investigation
of this case to the General prosecutor's office due to distrust to the
local prosecutor Mr. Kuzmenko, Andriy
