I came to Svyatoshyno district department of OVIR and brought all the documents necessary for issuing of the international passport. But the employees of OVIR refused to accept my documents unless I show them the receipt of payment for the medical insurance, which costs 50UAH. This money must have been paid to the account of enterprise "Strakhovoy alyans", the branch enterprise of the Ministry of Internal Affairs of Ukraine "Resursy". They also insisted that I paid 32,6UAH for informational and consultation services, which I supposedly had received in OVIR before bringing in all the documents. I had to show them the receipt of payment for these services to the account of the enterprise "Strakhovoy alyans", branch of the "Resursy-document" of the Ministry of Internal Affairs.
I asked them to show me any law that foresees these payments from citizens, but the response was: it is done on accordance with our internal instruction. They refused to show me the written form of this instruction, as well as they refused to accept my documents without receipts for the mentioned pension.
I went home, read the laws and found out that these payments are not required in any laws and decrees, so they are not obligatory for processing the foreign passport. So who finally received these money from accounts of the "Strakhovoy alyans" and what goals are they spent on?
So I composed the complaint to the Head of Svyatoshyno district of OVIR. Here it is:

Statement

With the present statement want to explain that according to the Decree of the Cabinet of Ministers of Ukraine from March 31, 1995 #231 "About approval of Rules for issuing foreign passport to citizens of Ukraine…", the Law of Ukraine "About the procedure for departure from an arrival to Ukraine", the Law of Ukraine "About the protection of consumer rights", the Constitution of Ukraine and International Declaration of Human rights and liberties, purchase of the insurance by citizens of Ukraine is not obligatory.
Purchase of these services and voluntary and therefore the obtrusion of these paid services to people of Ukraine is a rule violation of the Ukrainian and international legislation.
According to the decrees of the Cabinet of Ministers of Ukraine, the Insurance is not included to the obligatory list of documents that must be presented by the Ukrainian citizen in OVIR for processing of the foreign passport.

The mere fact that I was required to explain my refusal from payment rudely violates the Constitution of Ukraine in its part that no citizen can be forced to do something that is not directly stated in the Laws.

I leave the right to protect my rights in the Civil and Constitutional courts of Ukraine, as well as in the European court of human rights.

When the Head of the district OVIR read this statement, she signed it and allowed me not to pay for the insurance and they accepted my documents to process my passport. They did not mention anything about the receipt for informational and consultation services.
