The editorial board of the newspaper "Vhoru" is asking for your
apologizes, as we accidentally misinformed our readers when we published
the article in the 15 edition of our newspaper named "HBK and the
city executive committee agreed!"
We will remind: the newspaper "Vhoru" told our readers a few
times about the intentions of the management of HBK to close the last
students' center in the most criminal district. Due to this decision,
150 students and employees of HBK would find themselves on the street.
But the teacher of the last students' center Stanislava Podobyeda decided
to keep fighting for the right to work and develop children, and provide
decent education to the children. She filed a claim to the court and asked
for help from the coalition of NGO from Kherson region "Partnership
for transparent society".
Within the half of a year the coalition made a number of efforts to make
the management of HBK and representatives of the city executive council
seat at the round table for mediations and solve the problem. And finally
on April 3rd the mayor's deputy Sergiy Cherevko and the deputy head of
HBK Viktor Bayrachenko, in the presence of HBK lawyer and two members
of the coalition "Partnership for transparent society" agreed
on the following: OSC HBK will provide the center free of charge and the
city will pay the salary to the teacher and utilities bills of the center.
The lawyer of HBK developed a project about cooperation between the company
and the city executive committee. That was the time when we published
our happy article. Could we have thought that the head of HBK Sergiy Rybachok
would refuse to sign the agreement and would make absolutely new conditions
after the lawyer of his company and the deputy mayor Vyacheslav Yaremenko
had made all the mediations? Who could have known that the mediations
would be postponed for the unknown period?
Meanwhile, the court process of Stanislava Podobyeda was coming to an
end. And suddenly something unexpected happened. On the eve of the last
court hearing the two young men came to the students center and talked
to Stanislava Podobyeda, they said they were from the Dniprovsky district
executive committee. They informed Stanislava that Sergiy Cherevko requested
that they come and tell Stanislava not to show up at the court room, as
it would be better for her. They also mentioned the lawyer of the coalition
"Partnership for transparent society" Oleksandr Burmagin, who
represented Stanislava Podobyeda in the court - according to their words
he did not advise Stanislava to show up in the court room either. It is
unknown if they really were the employers of the district executive committee
and Sergiy Cherevko requested them to inform Stanislava, but as to Oleksandr
Burmagin - it was a lie. Stanislava Antonivna believed them and did not
show up during the court hearing - as a result the judge decided to stop
the court investigation.
A month ago the head of HBK Sergiy Rybachko had the opinion that he will
not give anything free of charge (the center belongs to the company),
the center can be given on the basis of paid rent, it is not my headache
to prevent criminal situation in the district, I was hired to do the anti-crisis
management at the company and I have to think how to pay salaries to the
company's employees. He thinks that Stanislava Podobyeda is scandalous.
The position of Sergiy Cherevko: the city executive committee has no reasons
to pay for the center, the city has enough rooms and buildings, it could
have easily given a job to Stanislava Podobyeda and opened a new center
in some other district.
Of course, there would be other children in another district… And what
would happen to these children while their parents work? Will their others
work well thinking about the safety of their children, who will be waiting
for them in the street? They have no place to go to: the families are
too poor to pay for any sport clubs and diverse children's clubs
Many companies worldwide have a so-called "family day" (at least
once a month) when parents have to visit their children's schools and
talk to the teachers about children. Then they take there kids out for
some entertainment. The company keeps the salary for this day. The company
also checks if parents really attended schools at this day. They do so
because one day children's problems become parent's problems and it influenced
the quality of their work and respectively influences the company profit.
It is the purely business approach to the problem.
The mediations between HBK and the city executive committee are still
in process, but we can not learn of anything has changed so far. Two weeks
ago Sergiy Rubachok assured one of the authors of this article: everything
is settled, you should ask Yaroslav Yaremenko for details. Vyacheslav
Vasylyovych refused to talk and asked his secretary to tell us: ask our
head Rybchak. Sergiy Cherevko promised to learn about the situation and
call the editor's office with details - he never called us. Extremely
mysterious story. Unwillingly a question arose: may eb there is a third
party in the story who is interested in the center? Long time ago they
closed the rest of the centers and opened stores or bars… How else can
we explain the situation when two powerful men can not resolve such a
minor problem for more than half of the year?
Meanwhile, disappointed Stanislava Antotivna filed the next claim to the
court.
