PROJECT OF THE CONSTITUTION OF UKRAINE |

Chapter I. Political regime Article 1. Ukraine is a democratic, law-based
State of general well being. The guarantee for well being in Ukraine
is the well being of the guarantee of its Constitution. Article 2. Democracy and pluralism of thought
is acceptable and guaranteed in Ukraine. Everyone can have his own opinion,
though the President - has a right opinion. Article 3. Multiparty system is active in Ukraine. Parties in Ukraine are divided on constructive
and opposition. Constructive parties support democracy,
reforms and the President. They can unite into forums and unions voluntarily
and by the instructions of the President. Organizations that call themselves
an opposition and demand impeachment of the President are illegal and
are comprised of liars, hooligans and embezzlers of public funds. Article 4. Censor is prohibited in Ukraine. Owners of the Mass Media control their
journalists who have to support democracy, reforms and the President.
Article 5. The State language in Ukraine is Ukrainian,
Russian is the mandatory language. Article 6. Land - is the main national wealth
and must belong to the richest people of the whole nation. Article 7. The property in Ukraine is inviolable,
but it can be privatized. Chapter II. Rights and freedoms. Article 8. About citizenship Everyone in Ukraine can have only one
citizenship and as many passports as he can afford to buy. Article 9. About freedom of speech In Ukraine one has the right to speak
in support of democracy, reforms and the President. Everyone has a possibility
to criticize opposition. Article 10. About freedom of public
meetings/gatherings Citizens of Ukraine are free to gather
for meetings and protests according to instruction of the local authorities.
They are free to gather without instruction of the local authorities
only in solitary places. Article 11. About freedom of consciousness
Everyone who has money is free from
remorse. Churches exist in Ukraine to guarantee
this right Article 12. About bank deposits and
trusts The Government guarantees safety of
deposits and trust of those, who gathered them Article 13. About private property The citizens can own any property,
partly sharing it with the government and governmental officials (such
kind of property is called private) Article 14. About the right for labor In Ukraine the right for free unpaid
labor is guaranteed. Article 15. About professional unions Professional unions exist to protect
employers from employees Article 16. About strikes The right to conduct strikes is guaranteed.
Strikes are forbidden. Article 17. About public health protection Medicine is free in Ukraine, but you
have to pay for the treatment Article 18. About pensioners Everyone who has retired must pay rent
and utility bills timely. For this pensioners are given their pension.
Article 19. About education Everyone in Ukraine has the right to
buy a diploma or certificate about education according to one's choice.
Teachers in their own way and financial means give knowledge at educational
establishments. Article 20. About children's' rights The Pan-Ukrainian program of Ukraine
is called "Spouse of the President - to the children of the President
and children of the President's friends" Article 21. About protection of family Ukraine cares about and protects the
family of the President. Article 22. Protection and rights and
freedoms Everyone whose rights were violated
can go to the court, but it is useless. To protect one's rights, one can appeal
to International organizations, but it is not recommended. Article 23. Guarantees of rights and
freedoms. Timely bribes are the guarantee of
rights and freedoms. Article 24. About the Bar Lawyers help citizens in gathering
and distributing bribes Chapter III. Responsibilities of citizens.
Article 25. About financial responsibilities All citizens must pay taxes for the
needs of the government and bribes - for other needs. Article 26. About adherence to laws Everyone must adhere to laws Article 27. About limitation of responsibilities
With enough bribes all any responsibility
becomes voluntary. Chapter IV. About power of people Article 28. About power of people The power in Ukraine belongs to people
and is executed in the form of national initiative, elections and referendum.
Article 29. About national initiative.
The most important questions of governmental
policy are solved by the initiative of nation. Administration of the
President knows what the entire nation wants. Article 30. About elections Elections in Ukraine are democratic,
regular and futile Article 31. About referendum During the referendum people freely
speak for the President and his politics Article 32. About promotion of national
power Participation of citizens in elections
and referendums is non-mandatory. Election commissions provide votes
for those that could not come and vote themselves or those who voted
incorrectly. Chapter V. Organs of governmental power Article 33. About the head of the country
The Head of the State, the Supreme
Commander-in-Chief and the guarantee of the Constitution in Ukraine
is the President. Our President - Leonid Kuchma Article 34. About elections of the
President Every five years people come to vote
at free, democratic and alternative elections where they vote for the
President of Ukraine - Leonid Kuchma Artivle 35. About authorities of the
President The President of Ukraine executes all
responsibilities that he can and other responsibilities that are mentioned
in the Constitution. Article 36. About President's immunity The President of Ukraine is not responsible
for his action because it is not his fault. Article 37. About impeachment In case when Verkhovna Rada unanimously
supports the claim against the President about a serious crime that
will be approved by the Supreme and Constitutional Courts, the President
has to resign or deny the accusation.
Article 38. About legislative power Legislative power in Ukraine belongs
to the Parliament - the Verkhovna Rada of Ukraine. Article 39. About Parliament The Verkhovna Rada is comprised of
450 deputies who are elected by the citizens of Ukraine and recommendation
of the President's administration. The term of service at Verkhovna
Rada is 4 years. Article 40. About authorities of the
Parliament The Verkhovna Rada approves laws and
supports the President Article 41. About laws Laws are passed in order to calm citizens
and support the President's authority in the eyes of international governments
and international organizations. In order to rule the government different
organs of power write instructions and decrees. Article 42. Immunity of deputies. Deputies who support democracy, reforms
and the President are not responsible for their violations of laws.
Article 43. About rule over the country.
President's administration rule the
country. Responsibility for this rule is on
the government. Article 44. About formation of the
government The Government is formed by the President
of Ukraine. After the appointment of member of the Cabinet of Ministers
the Verkhovna Rada approves its structure and if it refuses to do so
- the President terminates (dissolves) the Verkhovna Rada because it
is not constructive. Article 45. About accountability and
responsibility of the Government Government obeys to the President and
is accountable before the Parliament. By the majority of votes Verkhovna
Rada can express no confidence to the Government. When the Partilament
expresses no confidence to the Cabinet of Ministers the President resignes
tha Cabinet and forms a new one from the same ministers. Article 46. About the Ministry of Internal
affairs of Ukraine. Police provides violation of rights
and legal interests of the citizens and organizations, coordinates activity
among criminal gangs and unceasing growth of corruption among the police
itself. Article 47. About the Security Service SS executes supervision over sales
in gas, guns and oil. Article 48. About the organs of local
government To protect needs of the President,
the President appoints local heads of president administration in the
regions and districts of Ukraine. Article 49. About prosecutor The Prosecutor's office in Ukraine
supervises correct distribution of bribes. Prosecutor general protects
the President from the opposition. Article 50. About the court power The court in Ukraine is dependent and
useless. Article 51. About awards. There is an award in Ukraine "For
faithfulness to the President" and order "For the service
to the Motherland" (in the decree to give the order they specify
which Motherland). Chapter VI. About amendments/changes
to the Constitution. Article 52. The order of making amendments The President offers changes. The people
come to the referendum and support the President's propositions on changes
