Philosophers and poets, lawyers and psychologists, politicians
and journalists - every one has tried and still tries to understand human
nature.
May be the French writer Paul Bruela meant something different from what
I think when I read his lines, "One can become a hero in a moment,
but one needs the whole life to become worthy man". I understand
"whole life" as the life that already took place. That is why
a human has dignity, worthiness, from his birthday. Even if a human did
not have time to do something useful - we are used to measure the value
of each other in society by the factor of usefulness.
Often it is hard to understand human dignity if one never faced the drama
when human loses his dignity. To encroach on human dignity means to leave
a person without a base for his existence, like food, warmth, safe place
of living, where he can hide from all problems and live the life he wants.
Human dignity is not obvious, and probably, is that why it is frequently
violated by others? I do not believe this. I think differently.
I have weighty reasons to assume that all people know and understand that
every one has human dignity, because it can not be not so. All people
on Earth know it. At least, they guess.
And authorities know it as well. Or must know, if authorities were allowed
to rule people. We allow authorities to rule us. That is why the highest
level of responsibility for violation of human dignity should be on the
authorities. And it is written in Article 3 of the Constitution of Ukraine,
"The human being, his or her life and health, honor and dignity,
inviolability and security are recognized in Ukraine as the highest social
value. Human rights and freedoms and their guarantees determine the essence
and orientation of the activity of the State. The State is answerable
to the individual for its activity. To affirm and ensure human rights
and freedoms is the main duty of the State"
Constitution - it is a norm of direct action. I can call the government
to responsibility if it illegally encroaches on my human dignity, life
and health, violates my inviolability and safety.
It is not true that "Government - it is us" Government - is
for us. We - are civil society with its unlimited diversity and freedom.
Government and its representatives act in the frameworks set by the laws.
It is done this way so that appointed authorities and chosen politicians
would fulfill these laws for social wellbeing and wellbeing of every and
each human. If they do not want to do so, then we are to make them responsible
in the frameworks of the laws.
How wise and simple. Only with one important condition.
All of us, who live in civil society must want and be able to call to
responsibility those, who we had given power to.
All of us are responsible for persistent demand to fulfill our civil rights.
So simple and so complicated. But this is the balance: government is responsible
before us, and we are responsible before each other for the government
we have.
What is the guarantee for us to remember about it all the time?
The guarantee is our human dignity and rights for freedom and happiness.
And everything that happens with us and around us must have an answer
to only one question: is my life worthy?
So, I am appealing to your human dignity and I know I am on the right
way.
