Who pays for the violation of rights?

The uniqueness of the answer to this question is that soon we, simple citizens, whose rights are constantly being violated, will be paying for unlawful sins of governmental officials. After the ratification of the European Convention in 1997 Ukraine accepted obligations to protect each article of this law. The European Court for human rights attentively observes violation of this law (Strasbourg, France). The Court has such a right to impose a penalty on the country for violation of human rights - reimburse material and moral damage caused to a citizen. It turned out that Ukraine was given a certain time after the ratification of the Convention to fix the mess with violation of human rights in Ukraine. And only recently the European court started making decision against Ukraine, the time is up now. So if citizens win the cases against the Government, then the money to satisfy requirements of the Court will be taken from the State budget of Ukraine. It means that the money comes from the taxes, and possibly from some social programs. And the amounts of money that the European court requires for the fulfillment of the decision can be as much as hundreds of thousands Euro. For example, in the case of "Kaisin and others vs Ukraine" the government of Ukraine admitted its debt in 263 thousand 833 UAH. Imagine, what price we will have to pay for the mistakes of the governmental officials! Especially if we consider that within the last five years about 7 thousand citizens sent their claims to the European court, and Ukraine is among the five leading countries by the amount of registered claims.
I should say that local courts make more decisions on reimbursement of money to the citizens from the governmental institutions or bodies of local government. And in such cases the officials like to repeat: "What are you doing? You are taking money from the pensioners!" But we should better remember one simple truth: if we do not principally and gradually protect our rights - up to the European court - then the officials will keep violating these rights. By violating our rights they take money from the pensioners, because if they do not violate human rights, then there is no claims to the courts and the government does not have to pay from its scarce budget.
We can bring them up only when we protect ourselves. There is no other way.
